Many observers focus on response after an event occurs.
The discussion frequently centers on visible action during periods of demand, disruption, or change.
The preparation required to keep capability available before it is needed receives less attention.
While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, emergency response, and digital systems, I found myself paying less attention to response itself and more attention to the readiness allowing interconnected systems to activate available capability when conditions require it.
