Evaluation remains one of the most important yet least visible capabilities supporting modern civilization.
Infrastructure depends on evaluation.

Many observers focus on results, scores, or performance reviews.
The discussion frequently centers on success or failure.
The structural capability allowing organizations to transform outcomes into institutional learning receives less attention.
While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, public administration, and digital systems, I found myself paying less attention to individual outcomes and more attention to the evaluation systems enabling continuous organizational learning.
