Interpretation remains one of the most important yet least visible capabilities supporting modern civilization.
Infrastructure depends on interpretation.
Organizations depend on interpretation.

Civilization depends on systems capable of transforming information, evidence, observations, and context into usable understanding.
Many observers focus on data, records, reports, evidence, or explanations.
The discussion frequently centers on the information being examined.
The structural capability allowing information to acquire meaning and become understandable within specific contexts receives less attention.
While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, public administration, cultural institutions, archives, and digital systems, I found myself paying less attention to information alone and more attention to the interpretive systems allowing information to become meaningful and usable.
