Prevention remains one of the most important yet least visible capabilities supporting modern civilization.
Infrastructure depends on prevention.
Organizations depend on prevention.
Institutions depend on prevention.
Civilization depends on systems capable of reducing preventable conditions so that exposure to avoidable disruption can be lowered before significant consequences occur.
Many observers focus on precautions, safeguards, procedures, controls, inspections, or protective measures.
The discussion frequently centers on the individual precautions being applied.
The structural capability allowing preventable conditions to be identified and reduced before they develop into disruption receives less attention.
While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, public administration, engineering, transportation, communication networks, and digital systems, I found myself paying less attention to individual precautions and more attention to the preventive systems enabling avoidable disruption to be reduced before it occurs.
