Response capacity remains one of the most important yet least visible capabilities supporting modern civilization.
Infrastructure depends on response capacity.

Many observers focus on available resources, personnel, equipment, funding, facilities, reserves, or response teams.
The discussion frequently centers on how many resources are available.
The structural capability allowing available resources to become usable operational capability receives less attention.
While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, public administration, engineering, transportation, emergency systems, communication networks, and digital systems, I found myself paying less attention to individual resources and more attention to the response capacity enabling coordinated action when disruption occurs.
