Many observers focus on rebuilding, repairs, restoration activities, replacement resources, or the return of visible operations.

The structural capability allowing systems to restore operational capability receives less attention.

While reviewing developments across infrastructure, governance, healthcare, finance, logistics, manufacturing, scientific research, public administration, engineering, transportation, emergency systems, communication networks, and digital systems, I found myself paying less attention to individual rebuilding activities and more attention to the recovery capacity enabling systems to restore operational capability after disruption.
